It is a great privilege for the ISW, after Mexico 2006, to have been able to be the main instigator of the International Water and Film Events (IWFE) Istanbul 2009. This has meant we have been able to ensure the project’s continuity, screening films on water, producing awarenessraising tools on water issues and, with our different local partners, selecting films and organising awareness-raising round tables with film providing the stimulus for debate.  The ISW has always sought innovative ways to develop concepts and tools, which could help to overcome the political, organisational and cultural hurdles standing in the way of water and sanitation.\r\n
Finally, I would like to highlight the contribution of our partners who have made it possible to widely distribute the revelatory and touching films presented over the past two years at festivals in Brazil, India, Mexico, Montpellier, Niamey, Quebec, Rhodes, Turin, Verviers and, of course, Istanbul. There is no doubt that all these initiatives and efforts will make film an increasingly utilised tool to support the changes needed to ensure access to water and sanitation for all, and thus change collective mentalities.\r\n

Water is such an actress. How many roles she has played and still plays!\r\n
Sometimes devastating, sometimes benevolent, it is a source of death or source of life. Water appears in many films, gushing, refreshing, but also flooding  or polluting! Yes, water and cinema are intimately and inextricably linked. One uses the other and vice versa. And if the Seventh Art often serves water, it  is because only a few images can say more than any study or report. The image, more than words, raises awareness and mobilizes energies. Concerned with  establishing a closer link between water and culture, the World Water Council has been supporting from the outset the International Water and Film  Encounters. Together with the International Secretariat for Water and other partners, the Council has embarked on this adventure that also contributes to  enriching the cause of access to water for all.\r\n
The 1st Edition held in Mexico City during the 4th World Water Forum was a great success thanks to the quality of the films and the diversity of the  audience. The 5th World Water Forum in Istanbul is, therefore, the ideal place for organizing this 2nd Edition. Films are a bridge for conveying messages. So  is the Forum! Join us in Istanbul to add solutions to solutions.\r\n

In this period of global change at unprecedented pace, growing populations place increasing needs on water and economies higher demands; extreme events like droughts and floods are more frequent and destructive; aggravating pollution and the lack of sanitation are posing threats to human health and ecosystems; and the peaceful sharing of water becomes an ever more vital  necessity.\r\n
To respond to these challenges, the diverse cultures and behaviours related to water need to be better understood and water management and governance  capacities enhanced.\r\n
The second edition of the IWFE proves once more that films are powerful esthetic tools to convey the most acute water issues and help to increase the mutual  understanding of people in different parts of the world, managing water resources and coping with water-related problems in various ways.\r\n
I congratulate all the organizers of IFWE 2009 and the distinguished jury for enriching the 5th World Water Forum with their initiative, wishing it great  success.
